Some children are at increased risk for reading difficulties. The more risk factors a child has, the more likely it is that he or she will encounter reading problems. Some kids have a disability that makes reading difficult to learn. Others come to school without the literacy experiences they need to become readers. Some children struggle because they've received poor or inadequate reading instruction.
Being at risk does not mean that the child is doomed to be a poor reader, but it does indicate that he or she may need especially close monitoring and prompt intervention to prevent reading difficulties. That's where good teachers come in!
