Several organizations and researchers have undertaken the task of reviewing the research on reading acquisition and instruction in order to reach consensus about what learning to read requires of students. Learning to read requires:
- Early experiences to develop concepts of print

- Early experiences to develop phonemic awareness
- Explicit phonics instruction in alphabetic principle
